Reading comprehension

It's just amazing to me how many times I've sent out emails to the company or certain people and had them not read it at all.

Take this as an example:

The system will be down starting at 5:00am for approximately an hour and a half. When the system is back up, we will be phoning each facility so that you can begin running the tests off the attached worksheet.

Believe it or not, I got questions like:

What time does it start?
How long will the system be down?
How will we know when it's up?
When it comes back up, do we need to do anything?

Is it stupidity or laziness? Is reading so difficult now that people aren't able to comprehend a sequence of words and pull out the relevant information?

Plus, if it doesn't make sense at first, read it twice.... or three times.

I just don't understand people sometimes......
