I've been doing some research on the issue of cyber stalking. Cyber stalking (from the US Dept. of Justice website) is defined as "the use of the Internet, e-mail, or other electronic communications devices to stalk another person. Stalking generally involves harassing or threatening behavior that an individual engages in repeatedly, such as following a person, appearing at a person's home or place of business, making harassing phone calls, leaving written messages or objects, or vandalizing a person's property. Most stalking laws require that the perpetrator make a credible threat of violence against the victim; others include threats against the victim's immediate family; and still others require only that the alleged stalker's course of conduct constitute an implied threat. While some conduct involving annoying or menacing behavior might fall short of illegal stalking, such behavior may be a prelude to stalking and violence and should be treated seriously."

From my research, it appears that several states have taken cyber stalking seriously. Only four states now have no type of law on the books to address this new crime. From what I've read, most states address the issue of a threat of bodily harm to an individual and/or their family. Some states have addressed the basic issue of harassment, feeling that there is a need to strike first, before the cyber threats become a sad reality.

I have contacted the FBI's internet security center about cyberstalking to see what the Federal position (law) is on this subject. I have not heard back from them in response to my inquiry, but what I read on their website gave me the impression that the Feds take this very seriously.

There are numerous things in place to seek out and stop cyber stalkers; if the ISP address of a cyber stalker can be discovered, the game is up. It is just the same as if the good guys were tracking down a hacker; eventually, they catch him/her. A cyberstalker, imho, isn't as intelligent as a hacker. On the contrary, they feel that they can hide behind the curtain of anonymity, but that curtain can be torn down in an instant.

I would invite you, dear reader, to do a search on cyber stalking and see for yourself. See if you think the authorities are doing what should be done to fight this type of harassment.

Why am I posting this? Because there seems to be one or two people on this friendly site that delight in harassing, stalking, terrorizing, and just causing trouble for people here. I don't play when it comes to this; only a coward hides and strikes fear in people, whether it is an organized terrorist group, or a sniveling little coward sitting at his keyboard...thinking he/she is invincible or invisible.

Very informative....

As you say, some do this as they believe that they can get away with it, that they are hidden, but they can be traced.

I read that the Feds put hackers that have been convicted the opportunity to pay back for the damages they've caused by putting them on the trail of hackers still at large...kind of like fighting fire with fire.

They can run, but they can't hide....

, I wrote a report on cyber stalking for my criminal justice class. Very interesting when you really get into it all. There are some who think they have the upper hand when it comes to stalking some one else. It can get very high tech...but if you know what to look for they can be stopped dead cold in their tracks. It is a shame NG that narrow-mindedness causes issues like this.I just don't understand.For those of you who don't understand WIITWD, either research it, ask lifestylers to clarify or leave us to do WIITWD. Now I begin to understand why I have chosen to be open-minded.

If someone stalks you on the 'net....get in touch with your local what you received....they should be able to put enough pressure on to find out who is doing this.....

L, Thank you for bringing up topics such as this. These are things that we all need to know. It appears that Ohio is one of those states with few, if any laws. Know the laws for real time stalking barely exist!! I guess it's all one's defination of what stalking is and whether they want the threats and violence before or after it all happens!!

Serious question, does it work the same when you have people that watch your web cam with no conversation? We have taken one off of our IM list because he was too wierd for us.

This may not be the answer you seek, but if the person hasn't made an out and out threat against you, no law has been violated. The person would have to imply that they would do some harm to you, your family, or your property...if I read the law correctly.

We actually beat a cyberstalker at his game!!! Tooks lots of work and investigation on our part, but the lil shit no longer has any computer or accounts on verizon, hotmail, or yahoo LOL!

It is to be hoped that cyberstalkers aren't as competent as hackers, but don't bet on it, it's a sucker bet that you'll lose because some of those sick sucks ARE extremely competent.

There are a lot of us who are NOT technical wizards, but this really is a topic we should be educating ourselves about and developing basic competancy in handling (sort of like learning how to balance a checkbook).

Internet safety, including cyberstalking, is a serious and constant ongoing discussion across a range of disciplines and white papers, briefings, pretentive or detecting tools and how to use them are available through a variety of sources. You don't gotta be in some IT department to subscribe to Cnet or ZDNet's newsletters for example. They have info for joe-user as well as techie-user. A truly excellent resource is (and please censors, give it a rest on this one): haltabuse dot org.

Great post.

The likelihood of a stalker (cyber or otherwise) turning dangerous is quite remote when weighed against the number of stalking incidences that take place. However, the best bet is to be safe not sorry. Taking action early means the authorities can respond earlier - hopefully pre-empting any violent behaviour.

Besides, no one should be subjected to harrassment.

From what I've been told, one stalker in particular hasn't gotten violent...he's just threatened violence and cranked up his actions to another level. I'm trying to get him booted out of this site and trying to convince the lady in question to report his actions to the proper authorities...

Harrasment on the net or of the net can be very intimidating. Its certainly upset me in the past. Is stalking a form of harrasment or worse?

Stalking is considered harassment in most states, so I guess the answer is yes....and stalking happens to both women and men, so it's not a gender biased crime/misdemeanor....

Aye its a federal offense because of communication laws and IP Addy's are the easiest thing in the world to trace. With it I could tell you your name address hehe even your private personal info like SSA numbers and phone number if I dig deep enough and I'm not even a very good hacker just a tinker at it to make games I mess with easier to cheat at LOL.

Cyber stalkers are not as safe as they like to think they are.
Its easy to turn predator into prey with a little know how.

(legal statement) I do not condone crushing stalkers with like say beaming them a virus that burns their hard drive to the ground even though that could be good for a laugh. I wouldn't do such a thing really..... Ummmm

One of the few good things in the Patriot Act was a requirement that all services like this one must record the ISP Addresses of anyone posting, chating or even just looking. So as far as finding someone, they wont have that much trouble if they want to.

I have heard that one individual that has stalked on this site and in these blogs has now graduated to actually making threatening phone calls to people from this site.....sick, isn't it?
