Not Quite a Fable

Long ago there was a good king, of a proud and just people. And because he was good, he called all the wise men of the world to his palace by the sea, and asked them to find words of Truth and Wisdom for his people. The words must be able to sustain and comfort them when times were hard, and yet restrain and caution them when times were good. They had to be easily understood by noble and commoner alike. And of course they must be both true and wise.
So the wise men retired to a large hall within the palace. In the following days many fine words were heard and repeated by the servants and scribes who attended the wise men, and the spirit of the people was much enriched because of it. On the seventh day, the wise men came to the king and gave him a parchment on which the words were written. The king read the words, then thanked the wise men, gave them rich presents and saw them safely to their far-off homes.
What were those words?
