Relationship needed for Romance?

I am currently involved with a girl, though we are not together. I don't want to be a boyfriend at this time, and have clearly expressed that. She believes, sorry to use the cliche, I'm afraid of commitment, and I guess she is putting up with me for now.(?)
In a conversation, I jokingly refered to myself as a romantic, no not a hopeless romantic, just a romantic. And she scoffed at that idea! I always have considered myself a romantic and this shocked me. It seems that in order for her to consider romance, there needs to be a solidly defined relationship. I always thought romance was beyond definitions and titles. Flowers, sent by someone who is not a boyfriend is still a romantic gesture. I always thought one of the key elements of romance is because you want to be romantic... not because it is expected of you.

OH MY GOD I TOTALLY AGREE WITH YOU! A ROMANTIC HAS NOTHING TO DO WITH EXPECTATIONS!!!! WELL I POSTED ON THE OTHER ONE BEFORE I READ THIS ONE......SHE IS HEADED FOR TROUBLE!!! SO SHE THINKS YOU ARE SCARED OF COMMITMENT??? TYPICAL! SOUNDS LIKE SHE IS HOPING YOU WILL CHANGE.....HUGE MISTAKE! MEN DO NOT CHANGE SO GIVE UP....PLUS IT SOUNDS LIKE YOU KNOW WHAT YOU WANT!!! AND IT'S NOT JUST ONE WOMAN RIGHT NOW!THERE DOESN'Y HAVE TO BE A RELATIONSHIP TO BE ROMANTIC.....IF I RECIEVED FLOWERS PERIOD IT CLASSIFIES AS ROMANTIC!! LOL BUT ARE YOU ROMANCING HER OR HAVING A GOOD TIME? ROMANCING COULD LEAD TO LEADING HER ON? HOPE IT GETS BETTER.
