Credit reports as part of employee screening?


I have a friend that was recently refused employment for a job he was more than qualified for because he has bad credit. He was told that his credit report was the only reason he was being refused employment . . . too many past-due bills and what-not.
I have heard that companies are now starting to look at credit reports along with the standard background checks as part of the interviewing/hiring process. Background checks I can understand, but credit reports? I think it's insane that companies can refuse work to someone because they owe money . . . how is that person ever supposed to get out of debt if no one will hire him? With the changes in personal bankruptcy laws in the US that are coming in the next few months there are quite a few people who are in debt that will be totally screwed if they lose their jobs and are unable to get new ones.
